ANCPI cyberattack: property sales -37.9% in Q3 2026

In July, August and September 2026, 108,437 properties were sold in Romania, 66,269 fewer than in the same period of 2025, a decrease of 37.9%. Mortgages fell to 69,206, 27.8% below last year's level. These are the first figures published by the National Agency for Cadastre and Real Estate Advertising (ANCPI) after the cyberattack of 14 July, which halted for four weeks the application used to register transactions in the land register.

What happened at ANCPI over the summer

On 14 July 2026, ANCPI was the target of a ransomware attack. The e-Terra application, through which notaries, cadastre offices and banks register sales and mortgages, remained offline until 11 August, when it was restarted in stages: first for ANCPI staff, county offices and notaries, then, the following day, for surveyors, experts and bailiffs.

During the outage, transactions could not be completed normally. On 6 August, the mortgage broker Ipotecare.ro estimated that more than 5,000 home purchases financed by mortgage loans were blocked and residential transactions worth over one billion euro were postponed by three weeks. After the restart, cadastre offices registered 165,146 requests in the first four days (11–14 August), and ANCPI announced that around 100,000 requests had been processed by 17 August.

Also after the attack, ANCPI stopped publishing monthly statistics. For July–September it released only quarterly totals, in a statement of 16 October 2026.

Where the most properties were sold

Bucharest remains the largest market, with 20,298 properties sold in Q3, followed by Timiș with 7,517 and Ilfov with 7,231. At the other end are Teleorman (56), Vrancea (557) and Covasna (606). The comparison with 2025 shows how differently the blockage hit each county:

Q3 2026: ANCPI, 16 October 2026. Q3 2025: sum of the July–September 2025 monthly ANCPI statistics. Variations calculated by Vianto Properties.

Ilfov lost almost half of its transactions, and Vrancea four in five. Timiș is the only county at the top of the ranking that sold more than in summer 2025.

Cities: Timișoara grows, Constanța and Iași fall

Among county seats, the most transactions were in Timișoara (3,456), Constanța (2,387) and Iași (1,999). Compared with Q3 2025, Timișoara has 38.7% more sales, Constanța 15.9% fewer, and Iași 32.1% fewer. The fewest transactions were in Alexandria (23), Slatina (106) and Călărași (115).

Mortgage loans: 26,582 fewer mortgages

The number of mortgages registered nationally was 69,206, compared with 95,788 in Q3 2025. The most were in Bucharest (11,604, 30.6% fewer), Timiș (6,038, 27.5% more) and Ilfov (5,829, 30.0% fewer). The fewest were in Harghita (160), Gorj (224) and Caraș-Severin (268).

The fall in mortgages (-27.8%) is smaller than that in sales (-37.9%). A mortgage is registered not only when buying a home, but also for refinancing and other loans secured by a property.

Future properties: 1,418 registrations in the first full quarter

Q3 also brings the first three-month figures for future properties, meaning homes that are not yet built. Under Law 207/2025, preliminary sale agreements for apartments “off plan” are noted in the land register to protect the buyer. ANCPI registered 1,418 operations for noting and receipt of future properties, most of them in Ilfov (284), Bucharest (269) and Iași (174).

Agricultural land

Most agricultural land sold in Q3 was in Timiș (1,267), Buzău (932) and Dolj (887). Timiș is close to last year's level (1,313), while Buzău and Dolj sold 58% and 57% less than in summer 2025 respectively.

What this means for buyers and sellers now

ANCPI statistics count transactions registered in the land register, not buyers' interest. Sales postponed in July and August have not disappeared; they have joined the queue after e-Terra restarted. A quarter with four weeks of blockage cannot be compared cleanly with a normal one, and the real test will be Q4.

If you have a transaction in progress, request an up-to-date land register extract and check with the notary whether the file has been registered. You can find the step-by-step procedure in our guide on land registration and cadastre.

What comes next

ANCPI has not announced when it will resume publishing monthly statistics by county. When they appear, we will add them to the real estate market in figures page, alongside prices, credit and building permits, while the monthly analysis remains in the Real Estate Barometer.
