Why September looked better than the market

September gathered sales postponed from the summer. After the ANCPI cyberattack of 14 July, notaries could not obtain land register extracts for several weeks. In July only 131 transactions were completed in the county, and some sales moved to August (795, +25.0% compared with 2025) and September (1,023, +35.1%).

October is the first autumn month without this visible effect. Taken together, the months after the shock (July-October) have 2,697 transactions, 12.7% below the same period of 2025 (3,090). The summer gap has not closed.

A further possible explanation for the October decline: the extended deadline for the 9% VAT on new homes bought under a preliminary agreement (Law 161/2026) expired on 30 September, so some deeds were signed in September rather than October. The effect is not general: in September, only 24 of 42 counties sold more than in September 2025, and Sibiu was among them.

Apartments hold their value better than land

The October decline comes mainly from land. Apartments sold in the county numbered 225, 6.6% below October 2025, while in the first ten months of the year there were 2,143, 11.9% above 2025.

Asking prices rise, although fewer sales are closing

The average asking price for apartments in Sibiu reached €2,051/sqm in October, €17/sqm above September and 7.6% above October 2025. This is the highest value in the Imobiliare.ro series for the city. For houses, the average asking price is €2,111/sqm, 9.2% higher than a year ago.

The asking price is not the selling price. The gap between them shows up in the time to sell: an apartment in Sibiu stays on the market for 98 days on average, according to Imobiliare.ro. We analysed this gap across 36 cities in the article on the Sibiu paradox.

Interest in properties has not fallen. Land register information requests, i.e. extracts requested before a sale or for checks, numbered 12,095 in October, 62.5% above October 2025. September and October are the highest monthly figures in the county since May 2017. Interest exists, but fewer checks turn into completed sales.

Credit: fewer mortgages, ROBOR rising

In October, 462 mortgages were registered in Sibiu County, 23.5% below October 2025 (604). The 3M ROBOR averaged 6.09% in October, compared with 5.87% in September, and the IRCC in force from 1 October is 5.57%.

Nationally, the latest BNR data is for September and shows something different: new housing loans were 5,343.7 million lei, 14.0% above September 2025. October data will show whether the higher interest rate is also reflected in new lending.

Sibiu compared with the rest of the country

Across Romania, 55,687 properties were sold in October, 4.8% fewer than in October 2025. The gaps between the major markets are large: Bucharest rose by 25.6% (11,086 transactions), Cluj fell by 18.8% (2,379), and Brașov by 40.5% (1,531).

In the first ten months of the year, Sibiu is one of five counties with more transactions than in 2025: 7,127, 3.1% above last year, while nationally the cumulative total falls 16.3%.

What it means for sellers and buyers now

For owners, the October combination (rising asking prices, fewer completed sales, more expensive credit) makes the starting price matter more. A listing priced too high loses its first weeks, when most buyers look. If you want to know what price properties like yours are selling for, start with a free property valuation.

For buyers, a market with fewer transactions and listings that stay on the market for more than three months usually leaves more room for negotiation. See our apartments for sale in Sibiu and houses for sale in Sibiu.
